Problem with Byte range request for Safari and Chrome

I am currently using SMF V2 to stream video files. My test videos are:

WMV via MMS protocol, MOV and MP4 via HTTP protocol.

I noticed that on Safari (Windows/Mac) and Chrome (Windows) the player is not making a request with byte range if you scrub or seek on a further position where the data is not yet buffered. The behavior is, it will show a buffering message and wait until it buffered the data before playing at the specified position. I am NOT seeing this problem with IE (Windows) and Firefox (Window/Mac) using the same test videos. I ran Charles Web Debugging Proxy to verify the behavior.

Is this a known issue or limitation?

Is there a work around for this since this is a show stopper for us?

Just got a confirmation from Microsoft that it is a bug.
